Easy, General. The percentage of fully qualified young people has never been higher than 30%. And, oh yeah, we don't need 28% of this age group to join. Our entire armed forces is only 3.5 million people. 28% of the age group the good General describes is 7.5 million people, quite a bit more than we need. We need about 500,000 people, or about 1.75% of the people 18-24 years old.
His points are good, but the emphasis is out of place.

What is really new here. If you have a brain would you really want to be sent fight pointless war with 10 month in / 10 month out. Good luck keeping you job, girlfriend, wife, apartment, house.
But let me disagree with entire story. Solders I deal with are not illiterate and not computer illiterate. May be they do not have college education, but they are clearly can do the job assigned. I just don't think that strategy of patrolling streets and waiting to come under fire - while Iraqes government sit on they a*** and waste resources - has any legitimacy.

Think it'd be interesting to know which of the three factors cited that constitutes the major part of the problem. Together they cover a pretty broad area that can interpreted in many different ways.
