Do No Evil – We're not prepared to deal with our vets. Even though the overall number of veterans has declined as vets from past wars die of old age, the government will be spending more - about $59 billion each year - on veterans in 25 years. Did anyone in Congress who supported the Iraq war factor this in while manufacturing consent for our invasion of Iraq?

I see it as part of the 'wallmart-izing' of the military.
Hire outside contractors when possible; and keep the regular soldier as a kind of temporary-worker on permanent assignment.
That translates to as few benefits as possible, for as long a service as possible; with less emphasis on training, and fewer rewards or compensations.
Just my theory.
