Well then take half the money and finish building the fence. And dont stop at just a fenc. Add some cameras and some drones.

They come because they are invited, by businesses that are looking for a way around fair labor practices, start fining them 100,000 dollars an incident, jail their management for repeat offenses. Illegal immigration will cease overnight, these folks only come because they are invited.

I think you are using the wrong terminology here. Businesses like the illegal labor but I seriously doubt there are invitations being mailed out.
