I'll tell you what I did after waiting several minutes for a regular spot while the driver loaded her purchases; As she pulled out, & I sat there waiting with my blinker on, a car zipped in from the other direction, cutting in front of me by inches. I got out. She got out. I told her I'd been waiting for that spot. She said "so?" I told her that while she was shopping, I wanted her to think about what I'd be doing to her car. She got in, & moved.
I'd probably make that same 'suggestion' to a jerk parked in a handicapped area.

That's pretty good, however when she writes down your license plate and goes on in anyway, you just wind up in jail the next day.
Over a parking space.
Of course, the dumbass that did that to you can't be too smart... you never know who you'll run into... she says "so?" and then you pull out a gun and empty it into her face. You could do that in front of fifty people, on camera, and a jury may still find you innocent. That person is basically what's wrong with people these days and one of the best arguments in favor of retroactive abortion that there is.

It is a difficult thing to police as I notice the vast number of people with no apparent handicaps having a handicap permit. A lot seem to be municipal employees looking to park for free all day.

Non-handicapped people who use hanmdicapped space becuase they are closer should be fined severely. This is one reason why america is becomming so fat and lazy. The handicapped person you are denying that space to might have to painfully walk from a longer distance while you quickly walk into the place on a healthy pair of legs, back or what have you. The same fine should be assessed to those who use someones handicapped sticker or license plate. My mother-in-law is handicapped and whenever I take her anyplace I drop her at the door and then park the car(not in a handicapped spot either)! When she is done I get the car and pick her up at the door. To use a handicapped spot for this is just plain wrong and I don't. I would call the police on anyone parking in a handicapped spot that is not handicapped.
